Updated November 30  Regarding suspension of new entries to Japan(Added on January 12, 2022) 

On January 11, the Japanese government announced the implementation of “New measures for border enforcement (24)” and has stated to continue suspension of the following until February 28, 2022.

On November 29, the Japanese government announced the implementation of “New measures for border enforcement (20)” and has stated to suspend the following until December 31, 2021:

・ Acceptance of visa applications & processing and issuance of screening certificates by MEXT for new entry based on "New measures for border enforcement (19)"
・ New entry of foreign nationals
・ Exemption from the 3-day mandatory quarantine for valid vaccination certificate holders (for re-entry / returning residents)
・ Measures to shorten the quarantine period for valid vaccination certificate holders (14 days → 10 days) (*Not applicable to new entrants at Keio University)
・*Please check the websites below for details on these measures and more.

On November 26, the university submitted applications from applicants in November for new entry to the Ministry of Education, Culture, Sports, Science and Technology (MEXT), but as mentioned above, the processing and issuance of screening certificates has been suspended by MEXT. When the above measures are completed and the screening certificate is issued, we will contact the students concerned via their keio.jp email account.

In addition, Keio University had planned to start accepting applications from applicants in December and January from the beginning of December, but we will contact you again on this page and via your keio.jp email account regarding the schedule and method for submitting applications. On December 10, we have sent notices to students applicable for December and January via your keio.jp account, so please check your message.

Procedures for entering Japan

In order to be eligible to enter Japan under these guidelines, Keio University must apply to the Ministry of Education, Culture, Sports, Science and Technology (MEXT) for each applicable international student and undergo screening .

Please refer to the website of the Ministry of Education, Culture, Sports, Science and Technology (MEXT) for the procedures, which span from before entering Japan to the end of the quarantine period.

 

Application period for entering Japan

Applications for entering Japan will be processed in order of oldest to newest Certificate of Eligibility (COE).

* These guidelines are mainly for international students who already have a COE with “Student" listed as their “Status of Residency.” For information regarding entry for students who have a "Temporary Visitor" status, please contact the office in charge of your undergraduate faculty or graduate school.

Notes regarding Certificate of Eligibility (COE)

A COE is normally valid for 3 months from the date of issue. However this period has been extended in consideration for those whose entry to Japan has been delayed due to the spread of COVID-19

When you can apply for new entry to Japan if your COE has been reissued
The application period for entering Japan is determined based upon the Date of Issue listed on your original COE.

New rules regarding the period that a COE is valid(Updated on January 11, 2022)
The period that COEs are valid will be extended as follows.

COEs issued between January 1, 2020 and October 31, 2021 will be deemed valid until April 30, 2022.
COEs issued between November 1, 2021 and April 30, 2022 will be valid for "6 months" from the date of issue.

If you have a Certificate of Eligibility (COE) with "1584" in the upper right corner

Those who have obtained a Certificate of Eligibility (COE) (Certificate of Eligibility (COE) with "1584" in the upper right corner) due to the expiration of their period of stay or Re-entry / Special Re-entry Permit while leaving Japan is not subject to this guideline. Students who have a Certificate of Eligibility (COE) with "1584" in the upper right corner should check this guide before entering the country. As a general rule, the Certificate of Eligibility (COE) is valid for 3 months from the date of issue. Pledges regarding entrance to Japan

New entrants to Japan are required to comply with the pledges below. Students wishing to enter the country must carefully read the "Pledge Items" (Form 1) and the “Written Pledge” (Form 2). After confirming the pledges, please sign and date them (handwritten signature, electronic signature, or typed in Word, etc.) in the original Written Pledge written in Japanese, "誓約書(入国者)", (Form 3) and submit it to the university. Please be sure to fill in the Japanese version. The English version will not be accepted. We will contact you at a later time with instructions for how to submit the pledges.

Procedures for submission if you wish to apply for new entry

Based on the “New measures for border enforcement (24),” the following have been suspended until February 28, 2022: accepting applications for new entries, screening and issuance of screening certificates, and new entries to the country. However, in order to act swiftly when the Ministry of Education starts accepting applications again, students who wish to apply for new entry must register their personal information on AMARYS (*) by December 16.

Additionally, we will ask you to arrange your hotel and transportation through AMARYS, but please wait to make arrangements until the restriction on new entries is lifted.

Please note that depending on further policies made by the Japanese government, we may need you to update your personal data and submit additional information on AMARYS. If this is the case, we will notify you via the International Center website and/or your keio.jp email account, so please check both regularly.

Regarding entry of students with COEs that have been issued after April 1, 2021, please wait for new information from the government.

If you are a student with a COE issued between January 1, 2020 and March 31, 2021, but have not received a notification at your keio.jp email account (sent on December 10), please contact us from below.

 

Using the AMARYS Web System

*At Keio University, we have consigned sections of our management tasks to JTB (JTB Corporation; Travel agency) to handle the application procedures of students concerning new entry to Japan and the quarantine period of 14 days (15 nights after entry) at a quarantine facility. To manage these, we will be using the AMARYS web system. Personal information registered will be used by JTB and Keio University for the purposes of managing procedures concerning new entries and the quarantine measures.

 

 

Accommodation for quarantine and transportation from the airport to the quarantine facility

Students who wish to enter Japan under this guideline will be required to quarantine at a facility (hotel) arranged by the university for 14 days following their entrance to Japan. In addition, since public transportation cannot be used to go from the airport to the hotel, private transportation via a hired car must be arranged.

Arrangements for hotels and transportation will be made through the system designated by Keio University. Details will be announced at a later date.

Regarding quarantining at home
Even if you have a home in Japan (private apartment, family living, student dormitory, etc.), students who wish to enter the country under this guideline must quarantine at the hotel arranged by the university.

Under this guideline, the government holds the host university responsible for the health and behavior of entrants and the consequences thereof, as well as of those who come into contact with them during the quarantine period. We have ascertained that it is not possible to ensure the proper management of students by having them quarantine at home, hence we will not permit this kind of quarantine.

Regarding the cost of quarantine
At the moment, the cost of quarantine is estimated to be approximately 130,000 to 210,000 yen (excluding meals). The breakdown is as follows.

 Accommodation fee: (15 nights 16 days *excluding meals) approximately 90,000 to 150,000 yen
 Travel expenses from the airport to the hotel: approximately 15,000 to 30,000 yen
 System service usage fee: 20,000 yen
 *PCR test kit: (once) approximately 10,000 yen

 *only for entrants from "designated countries/regions"

Regarding meals during the quarantine period

Please use the hotel room service, convenience store in the hotel, delivery service, etc. at your own expense. Eating in at the restaurant inside the hotel and shopping for food outside the hotel are not permitted. 

 

Reduction of the quarantine period for vaccination certificate holders

The university will not shorten the quarantine period even for holders of a valid vaccination certificate for the following reasons:
・When conducting a test by mail, it may take several days to get the results, nullifying the potential reduction of the quarantine period.
・When conducting a face-to-face test, while the results will be available the same day, the cost of a test is high (about 20,000 to 25,000 yen), and since public transportation cannot be used to go to the medical institution, it would also incur the cost of hiring a car, making it a considerable financial burden.

 

Flight ticket arrangements

Please arrange your ticket after the visa is issued.

According to the latest information, it will take approximately 3 weeks to obtain a visa after examination by the Ministry of Education, Culture, Sports, Science and Technology, and approximately 2 weeks from application to issuance of a visa at a diplomatic mission abroad.
For this reason, please wait until the visa is issued and the date of entry is determined in coordination with the travel agency designated by the university.
