The Certificate for Completion of Registration to the ERFS system (受付済証)" and the "Petition (申立書)" will not be issued during the following period due to university's summer break.

July 30 (Sat.) - August 7 (Sun.)
If you register on AMARYS after 3 p.m. on July 28 (Thurs.), the"Certificate for Completion of Registration to the ERFS system (受付済証)" and the"Petition (申立書)" will be issued after August 8 (Mon.).

Please note that even if AMARYS registration is done before 3 p.m. on July 28 (Thurs.), you may not be able to obtain the documents you require until August 8 (Mon.) if there are any mistakes or errors with the information you provide.

August 11 (Thurs.) - August 14 (Sun.) *
If you register on AMARYS after 3 p.m. on August 9 (Tues.), the"Certificate for Completion of Registration to the ERFS system (受付済証)" and the"Petition (申立書)" will be issued after August 15 (Mon.).

Please note that even if AMARYS registration is done before 3 p.m. on August 9 (Tues.), you may not be able to obtain the documents you require until August 15 (Mon.) if there are any mistakes or errors with the information you provide.

Issuance will take 2-4 business days after registering to AMARYS. If you plan to apply for a visa at the end of July or the beginning of August, be sure to register your information on AMARYS well in advance.

On May 20, the Japanese government announced the implementation of New Border Measures (28).

From June 1, the requirements to undergo an on-arrival COVID-19 test and the obligation for and duration of self-quarantine after entry into Japan will be grouped into 3 categories: "Red", "Yellow," and "Blue" according to the countries/regions in which the entrants stayed within 14 days before the day of entry into Japan and whether they have obtained a valid COVID-19 vaccination certificate.

<Group RED>
On-arrival test + 3-day quarantine at a specific facility designated by the chief of the quarantine station (with negative PCR test result at the facility)
If you have a valid vaccination certificate, entry will be treated the same as "Yellow"; see below.

<Group YELLOW>
On-arrival test + 3-day quarantine at a hotel designated by the university with negative result from a voluntary PCR test. Without voluntary test, you must quarantine for 5 days*. (*From July 28, 2022)
If you have a valid vaccination certificate, entry will be treated the same as "Blue"; see below.

<Group BLUE>
Entrants and returnees are no longer required to take on-arrival PCR tests or quarantine regardless of their vaccination status.

AMARYS registration

Items that require special attention are summarized below. Read them carefully:


1. Be sure to read the "Overview" at the top and the "Frequently Asked Questions" on the top right of the page before starting registration. Please avoid making inquiries about information that can be found on those pages.

2. Please allow enough time register your information on AMARYS. If there is any change in the information your provided, immediately update it and save it by overwriting.
In the following cases, please be sure to contact the JTB Support Desk well in advance using the inquiry form on AMARYS. (Note that it may not be possible to make hotel arrangements simply by modifying the registration details on AMARYS.) 
・ Change of entry date after issuance of final confirmation
・ Changes or new applications less than five days before entering Japan


3. There are some students who do not complete STEP 2 on AMARYS until just before entering Japan. Once your visa has been issued and your flight information has been determined, complete STEP 2 promptly, in principl, at least 10 days before the date of entry. If you are requesting hotel arrangements, please make payment at least one week before your arrival. If you do not register STEP 2, the hotel will not be arranged and you will not receive the final confirmation.


4. The hotel name on the "Certificate for completion of Registration to the ERFS system (受付済証)" is provisional information. Please confirm the final allocated hotel from the "Confirm payment status (payment procedure)" displayed in the AMARYS "My Page." Also, you can check the final confirmation that is stored in the AMARYS document box one week to three days before coming to Japan.

5.
The AMARYS does not link with the Keio University Dormitory System. Therefore, a student who will be a resident of Keio dormitory needs to register arrival information (check-in date and time, flight no. and other information) via "MyPage" of Keio University Dormitory System AND ALSO register the date of entry to Japan and other arrival information for STEP 2 in AMARYS, SEPARATELY. (Added April 8)


If you are identified as a close contact during the quarantine period

Please refrain from going out. You must spend quarantine in a private room. If you have to go out for food, you are allowed to go out no more than once per day. Avoid contact with other people as much as possible, and try to stock up on plenty of food in each time you do go out.

If you are tested positive after arriving in Japan

Follow the instructions from your local health center. The decision to end quarantine may vary depending on the place of recuperation and the presence or absence of symptoms.
*If the result of the PCR test that you receive at the airport is positive, you must immediately contact JTB's emergency phone/email to inform them whether you plan to stay at a hotel designated by the university or not. JTB emergency contact information will be emailed to you by JTB prior to departure.

On February 24, the Japanese government announced the implementation of New Border Measures (27). From March 1, 2022, international students who apply for new entry into Japan are regarded as having "special exceptional circumstances" and are allowed new entry into Japan in principle, if the university completes the prescribed application in the Entrants, Returnees Follow-up System (ERFS).

Procedures for entering Japan

In order to be eligible to enter Japan under these guidelines, Keio University must apply in the Entrants, Returnees Follow-up System (ERFS) for each applicable international student and obtain a "certificate for completion of Registration to the ERFS system (受付済証)".

Notes regarding Certificate of Eligibility (COE)

A COE is normally valid for 3 months from the date of issue. However, this period has been extended in consideration of those whose entry to Japan has been delayed due to the spread of COVID-19.

New handling regarding the period of validity of the Certificate of Eligibility
(Updated on June 22, 2022)

The period that COEs are valid will be extended as follows.

COEs issued between January 1, 2020 and April 30, 2022 will be deemed valid until October 31, 2022.
COEs issued between May 1, 2022 and July 31, 2022 will be valid for 6 months from the date of issue.

If you wish to use a COE that is more than three months past from the date of issue, you are required to submit a "petition (申立書)" when applying for a visa at a diplomatic mission abroad stating that the university is able to continue accepting the international student under the same activity conditions as were given at the time of the application for the COE. The university will issue a "petition (申立書)" for applicable students so that you will be able to download it through AMARYS along with a "certificate for completion of Registration to the ERFS system (受付済証)." You do not need to contact us for this petition.

If you have a Certificate of Eligibility (COE) with "1584" in the upper right corner

Those who have obtained a Certificate of Eligibility (COE) with "1584" in the upper right corner, due to the expiration of
their period of stay or Re-entry / Special Re-entry Permit while leaving Japan, can quarantine at self-arranged hotels or at their own homes (private room).(Note: You are not permitted to quarantine at university dormitories.) In that case, you do not need to register AMARYS.
If you wish to stay at a hotel arranged by the university, you must proceed with the registration procedure at AMARYS.

Submission of confirmation regarding the use of Fast Track and Visit Japan Web

International students who already have a Certificate of Eligibility (COE) at hand when they apply for a visa at an embassy, a consulate, or a consular office on or after June 22 are required to submit confirmation letters (a total of 2 copies, one for the applicant and one issued by the university) regarding the use of Fast Track and Visit Japan Web.
Please contact the following [Contact Information] and request the issuance of confirmation letters.
If you apply for a visa by June 21, you do not need to submit confirmation letters.

Students who have already applied for a Certificate of Eligibility (COE) and are currently waiting to be issued will be contacted or sent confirmation letters by the departments in charge after the COE is issued. No action is required.

Pledges regarding entrance to Japan

Students who enter Japan from Red Group with/without a valid vaccination certificate and Yellow Group without a valid vaccination certificate must confirm the pledge. Please sign and date it (handwritten signature only; no electronic signature or typed in Word permitted) and upload an image on AMARYS [STEP3 Final Pre-Departure Task] page. This pledge must be submitted upon entry during the airport quarantine process.

Procedures for submission if you wish to apply for new entry

Based on the "New measures for border enforcement (27)," new entry restrictions have changed. Students who wish to apply for new entry must check this page carefully and register their personal information on AMARYS.

Additionally, your accommodation will also be arranged through AMARYS.

Please note that depending on further policies made by the Japanese government, we may need you to update your personal data and submit additional information on AMARYS. If this is the case, we will notify you via the International Center website and/or your keio.jp email account, so please check both regularly.

Using the AMARYS Web System

*At Keio University, we have consigned sections of our management tasks to JTB (JTB Corporation; Travel agency) to handle the application procedures of students concerning new entry to Japan and accommodation arrangements. To manage these, we will be using the AMARYS web system. Personal information registered will be used by JTB and Keio University for the purposes of managing procedures concerning new entries and the quarantine measures.

Quarantine period, accommodation, and transportation from the airport to the quarantine facility

*Based on the "New Border Measures(28)", the requirements to undergo an on-arrival COVID-19 test and the obligation for and duration of self-quarantine after entry into Japan have changed from June 1, 2022. If the PCR test upon arrival at the airport is a negative result, you may use public transportation within 24 hours of the test.

Please note that you must go directly to your designated hotel; you may not stop by at any other location.

Regarding home quarantine

Students who enter Japan from Red Group with / without a valid vaccination certifiate and Yellow Group without a valid vaccination certificate with a residence (apartments, family homes, dormitories etc.) are still required to stay at a designated facility (i.e., a hotel) arranged by the university.

Under the new measures, the university is required by the government to be responsible for the health and behavioral management of students and those who come into contact with the students during the quarantine period. The university has decided not to approve home quarantine as it is impossible to ensure proper management for each student.

If you perform a voluntary test on the third day of quarantine at your assigned facility (hotel) arranged by the university and report a negative result to the Health Monitoring Center for Overseas Entrants (HCO) and the confirmation is completed, you may leave self-quarantine.

The cost of quarantine period

The estimated breakdown is as follows:
System Service Usage fee:18,700 yen ※Keio University will cover the cost. (except for applicants)
Accommodation fee(※excluding meals): Approximately 7,000yen~8,000 yen per night 
PCR test on the 3rd day of your quarantine: Approximately 10,000 yen~20,000 yen per test
Travel expenses for optional hired car from the airport to the hotel: Approximately 20,000 yen~30,000yen

If you have been identified as a close contact or tested positive, you will need to quarantine for 5 days, and the period cannot be shortened. You are responsible for the extra charges for extending your stay. If you have already applied for a PCR test on the third day, it will be canceled and the test fee will be refunded.

Meals during quarantine period

Please use the hotel room service, a convenience store in the hotel, delivery services, etc. at your own expense. Shopping for food outside of the hotel is permitted, but only within walking distance.

Enrollment in private medical insurance

As part of the current Japanese border measures," private medical insurance (including travel insurance with coverage for medical expenses during the period of stay) or enrollment in the Japanese National Health Insurance Plan (kokumin kenko-hoken) is no longer mandatory at the time of entry to Japan. However, Keio University strongly recommends that you apply for insurance before entering Japan, as you may be obliged to pay for expensive medical treatment should you remain uninsured and become ill during the quarantine period. If you have already enrolled in the National Health Insurance Plan or private medical insurance (including travel insurance with coverage for medical expenses accompanying credit cards) you do not need to enroll again.

Flight ticket arrangements

Please arrange your own flights after your visa is issued.

You can apply for the Scheme for Smooth Entry of International Students only if there are no seats available and it is difficult to arrange a flight on your own.

*The Scheme for Smooth Entry of International Students ended on May 31, 2022. Please make sure to arrange your own tickets after June 1st.

International students who will graduate/complete degree/withdraw from the university in September 2022

International students who will graduate/complete degree/withdraw from the university in September 2022 will no longer be enrolled at the university from this month and will not be permitted to enter the country from September 2022 under these new immigration procedures. Please enter the country by September 21, 2022. If you plan to remain in Japan following graduation, program completion, or withdrawal from the university, please consider entering Japan under a different status of residence appropriate to the purpose of your stay. (International students who will graduate/complete degree/withdraw from the university in September 2022 may enter in Japan in September if they intend to proceed to a graduate school of the university in September 2022)

Foreign nationals traveling from abroad must follow the procedures below to enter Japan.

You are not permitted to enter any of Keio University's campuses, student dormitories, or other facilities until the conclusion of the quarantine period. These procedures may change without prior warning.

*Fast Track is available for those entering from Narita International Airport, Haneda Airport, Chubu Centrair International Airport, Kansai International Airport, and Fukuoka Airport.

3. Install the required apps on your smartphone

In order to carry out the steps detailed in the written pledge, you need to have a smartphone that can access the necessary appls (e.g., showing location information). If you do not own a smartphone or if you own a smartphone that does not allow the installation of necessary apps, please rent a smartphone at the airport at your expense upon arrival.

4. Prepare Questionnaire submission

For health follow-ups during the quarantine period after re-entry, you must submit your contact information, such as e-mail address and phone number, at the time of quarantine. Iin the questionnaire, please be sure to enter the e-mail address and telephone number that you will use in Japan.

5. Prepare a valid COVID-19 vaccination certificate

If you wish to shorten the quarantine period, prepare a valid COVID-19 vaccination certificate. Vaccination certificates are valid only if they meet certain conditions. Please read the following pdf file for details.

6. Take a PCR test at the airport of entry

For those who enter Japan from Red Group with/without a valid vaccination certifiate and Yellow Group without a valid vaccination certificatemust take a PCR test at the airport. If the test result is positive, please contact the university (the faculty or graduate school to which you belong, and the Keio University Health Center).

If you do not have any symptoms and the quarantine period instructed has passed from the date of entry, quarantine is finished.
