1.   Be a national of a World Bank member country. For a list of World Bank member countries eligible to borrow, click here.

2.   Be between the age of 25 and 45.

3.   Hold a Bachelors degree or its equivalent in commerce, economics, law, or a similar discipline, with the evidence of a distinguished academic record.

4.   Have at least four years of recent full-time professional experience in the field of tax policy and administration in the applicant's home country or in another developing country.

5.   Demonstrate proficiency in the English language at the level of a TOEFL score of 550 (PBT), 213 (CBT) or 79-80 (ITB) or better, or an IELTS score of 6.0 or better.
*Other certifications are not acceptable.

1.   Monthly stipend of 170,000 Japanese yen. (This amount covers subsistence for students while they are enrolled in the program. It is paid on a quarterly basis, and covers living expenses, including rent and books)

2.   Tuition, related fees, and required medical insurance for the scholar only, payable directly to Keio University.

3.   Economy class travel in both directions between the home country and Tokyo.

4.   Travel allowance of US$500 for each direction.
