Activities Not Permitted Under “College Student” Status of Residence (Part-time Work)

 
    Students who hold “College Student” status of residence are allowed to stay in Japan only for study and research purposes. Therefore, you are not allowed to work under “College Student” status. If you wish to engage in secondary activities aside from your studies, such as a part-time job, you must obtain a permit from the Immigration Bureau beforehand.

With this permit, students are allowed to work for up to 28 hours a week (up to 8 hours a day during the Summer, Winter and Spring vacation) as long as the work is not deemed to be socially immoral. Part-time work is forbidden at places which are part of, or are connected to, the entertainment and amusement business. For example, no matter what sort of position you take, you are not allowed to work in places such as bars, cabarets, pachinko parlors, or mah-jongg clubs. Since it takes the Immigration Bureau approximately 2 weeks to one month to issue a permit, those thinking of working should apply as soon as possible. (It may take more than one month during busy times.)

If you engage in part-time work without a permit, or work outside the scope of activities or hours permitted by the permit, you will be deemed to have worked illegally. In this case you could be sentenced to up to 1 year of imprisonment, or up to 1 year of imprisonment with labor, or a fine of up to 2,000,000 yen; or some combination of this imprisonment and this fine. The process of applying for the permit is as follows (the process is free of charge):

1. Please submit the following documents to the Immigration Bureau that has jurisdiction over the area in which you live:.
(1) Application for Permission to Engage in Activity other than that Permitted under the Status of Residence Previously Granted (available on the Ministry of Justice's website)

(2) Passport
(3) Certificate of Alien Registration (card)
(4) (If you already know where you will work) A document which makes clear the content of the work you will engage in (e.g., a copy of your employment agreement)

2. (2) If your application is approved, a “Permission to Engage in Activity other than that Permitted by the Status of Residence Previously Granted” will be issued to you. After you receive this permit (Shikakugai Katsudo Kyoka Sho), please make a copy of it and submit it to the International Center at your main campus/Office of Japanese Language Program.
   
   
If you are enrolled in levels 1 to 3 of the Japanese Language Program, you should talk with your class coordinator about the possibilities of doing a part-time job before you apply for permission. Especially in level 2, the classes are so intensive that it is necessary to spend a considerable amount of time each day preparing or reviewing for classes.
